Yes, Spoken English is greatly influenced by your Mother tongue. You said that you speak English with a Tamil Accent and people are able to detect which part of India you come from. Likewise, it is very easy to decide whether the speaker is a Punjabi, North Indian, Gujarati. etch'; Even in England which is totally a English speaking country you have different accents. like the Yorkshire accent, the ney accent and various others. You are right, English is multi-tongued, but you need not be embarred about it. You can make yourself understood. Every country has it own English accent, or you can say every region in a country.
