TCP and IP, connection-based and connectionless protocols?

Am I right to say Internet Protocol is "connectionless" because computers don't handshake on it? In comparison, Transmission Control Protocol is called connection-based protocol because there is a firm handshake to begin with and throughout the transmission of data?
