In Frankenstein by Mary Shelley, was the monster responsible for the murders? Or was Frankenstein?

I think Frankenstein was responsible because he didn't take into account that the monster may have no mental capacity. The monster was uncontrollable, therefore the Dr was responsible for the deaths.
